Borough Surveyor for Chester for many years around the 1930s. Fred was a charismatic character who acquired much of the land encompassed by Mill Lane / Heath Road to the Wheatsheaf / Upton lane / Liverpool Rd-Railway line. Much of this land was formerly owned by Charles Potts who on his death established an 'Upton Trust' of restrictive covenant within that area. Fred acquired this trust c1933. He is best known for establishing Upton Golf Course within much of that land.

A great supported of Mottershead's plans for the zoo - he help expand the zoo grounds
